The PCEDC Executive Committee is appointed by the Board of Directors and is responsible for the PCEDC's daily operations overseeing the PCEDC staff. The Executive Committee meets on a monthly basis and the public is encouraged to attend. Click here for meeting dates.

Erik Stumpfel
President
As an attorney with Eaton Peabody, Erik maintains a state-wide municipal law practice as part of the firm's Municipal Law and Finance practice group. He serves as general counsel to a number of Piscataquis County municipalities, and represents private clients in the municipal arena, primarily in the areas of land use permitting and economic development.
Erik is the author of the State statute allowing Piscataquis County to borrow for economic development purposes; the only county in Maine with such authority. Erik and his family have resided in East Sangerville since 1983.

Roger Merchant
Vice President Roger Merchant is an Extension Educator with University of Maine Cooperative Extension. Since 1980, Roger has developed educational programs in forest management and environmental education, adventure based learning for youth-at-risk, outdoor education and team leadership. His current area of program partnership focuses on sustainable rural development through community-based, nature and cultural heritage tourism.
A graduate of University of Maine (BS Forestry 65'), and West Virginia University (MSW 74'), Roger has worked in diverse capacities including management forester, Dead River Co. Timberlands, youth services social worker, Kentucky, before coming to University of Maine Cooperative Extension in Piscataquis County. He serves on a variety of boards including Piscataquis County Economic Development Council, Maine Highlands Corporation, Mountain Counties Heritage Network, and the Maine Highlands Guild.
Roger is a licensed professional forester and registered Maine Guide, and serves as the Volunteer Overseer of the Whitecap District AT for Maine Appalachian Trail Club. He is an occasional itinerant musician, and accomplished photographer of nature, forested landscapes, rural life and railroads in the Maine Woods.

Jason is the Vice President of Pleasant River Lumber in Dover-Foxcroft.

Linda Gilbert
Treasurer & Finance Chair
Linda D. Gilbert currently serves as Vice President of United Kingfield Bank. Her recent promotion caps a strong twenty-seven year career in banking- all of which occurred in Piscataquis County. Linda resides with her family in Abbot Village and holds many positions including a current term on the C.A. Dean Memorial Hospital Board of Directors and the position of Legislative Contact Banker with the American Banking Association.

Jack Clukey
Past President, 2007
Jack serves as Town Manager of Dover-Foxcroft and is a Foxcroft Academy grad. After a term as town manager of Baileyville, Maine, Jack has come home to work for the town he loves.

Scott Hersey
Past President 2006
Scott Hersey has been an active member of the PCEDC since its inception. A 1981 graduate of Piscataquis Community High School, Scott went on to graduate from Maine Maritime Academy with a Bachelor's Degree in Engineering. He also has an Associate Degree in Business Administration from University of Maine at Augusta.
Scott's employed as General Manager of the Greenville Steam Company. Greenville Steam is an independent electrical energy producer that utilizes waste wood for fuel. Scott is interested in bringing in new industrial and manufacturing businesses to Piscataquis County, as well as maintaining the existing businesses. He serves on several economic development committees in the area including the Composite Technology Centers, Greenville Business Incubator, and the President of Greenville Industrial Park. Scott currently lives in Greenville with his wife René, daughter Holly, and son Henry.

Sophie Wilson
Past President, 2005
Sophie is the Town Manager of Brownville and is an active participant in economic development issues throughout the County.

Jane Jones
Past President, 2003
Town Manager Jane Jones has been a leader in promoting economic development initiatives throughout the County and within the Town of Milo. Jane served at the PCEDC's Treasurer for three years and is leading the effort to develop an industrial park (the Eastern Piscataquis Industrial Park, Rt. 11, Milo).

John Simko
Past President, 2002
Town Manager John Simko began his current position with the Town of Greenville in May of 2000. A Piscataquis County native, Simko graduated from Bowdoin College in 1992 with a Bachelor of Arts degree in Sociology and also Environmental Studies.  In 1997, Simko was named Town Manager of Sangerville, where he was recognized by the Maine Town & City Management Association as "Rookie of the Year" in 1998. John held his post as Sangerville Town Manager until 2000 when he began his current position for the Town of Greenville. In his first year Managing Greenville, Simko was awarded the Maine Municipal Association's "Great Idea Award" for his work with the Moosehead Trail Corridor Committee, and also received an "Outstanding Public Service" award from the Maine Forest Products Council for his founding of the Maine Woods Coalition. John currently serves as President of the Composite Technology Centers which administers the Greenville Business Incubator.  Simko completed his work in Muskie School's Municipal Leadership Program in October of 2002. 
In addition to his work as Town Manager, John is certified Firefighter (I) through the Maine State Fire Academy, is licensed as an intermediate EMT through Maine EMS, and is a certified Wilderness EMT through Wilderness Medical Associates.
John and his wife Lisa were married September 23, 2000 in the Greenville Gazebo, which Simko helped to construct with his fellow masons as part of a downtown revitalization project. John enjoys mountain climbing, mountain biking, and spending time at his Greenville home with his two stepchildren Brandon and Courtney, and his two year old daughter Ashley.

Gordon "Mack" MacKinney

As an original founder and first President of the PCEDC, Mack's enthusiasm for providing better jobs and economic opportunities has never been stronger. He owns Webber Hardware and brings a small business perspective to the Executive Committee's deliberations. Mack resides in Dover-Foxcroft with his wife Judy who is active in that community's downtown revitalization efforts.

Bob Darling
Bob Darling is a consultant with the Maine Department of Labor at the Dover-Foxcroft CareerCenter. The Center provides a variety of employer assistance services in the greater Piscataquis County area and is a key ally in the PCEDC's business assistance activities.
Bob has resided in Dover-Foxcroft for the past fourteen years and is a graduate of the first Penquis Leadership Institute, the local leadership development program offered through the Penquis Higher Education Center. He has for many years been involved in Scouting, more recently the Homecoming Committee, and is a past President of the Kiwanis Club of Dover-Foxcroft.

Steve Pound
Steve Pound is a former Superintendent of Schools for Union #60 serving the towns of Greenville, Shirley, Beaver Cove, Willimantic and Kingsbury Plantation. He has PhD. in Educational Administration and has previous teaching experience at the public school level as well as the college and university levels in England and Canada. Prior to taking his current position, he had been Executive Director of the Associated Alumni of Acadia University where he primarily did fundraising, public relations and event management. He also was principal of Quebec High School in Quebec City.
A native of Maine, born in Millinocket, Steve continues to contribute to his local community and is a member of the following boards in addition to PCEDC: Moosehead Economic Development Council, C.A. Dean Hospital, Moosehead Historical Society and the Natural Resource Education Center. Steve is the father of two children Mark and Sarah, and continues to be very interested in sports, particularly basketball.

Merlene Sanborn
Merlene Sanborn is Director of the Penquis Higher Education Center in Dover Foxcroft - a community based college center of Eastern Maine Community College and the University of Maine System. Merlene grew up in Piscataquis County, was the first in her family to attend college, and was educated in our state Universities. Merlene and her husband Mark live in Brownville and have two grown sons.
Merlene was a 1998 graduate of the Bangor Region Leadership Institute, and the Leadership Maine Class of 2004. She brought those experiences home and was the lead creator behind the Penquis Leadership Institute - a program intended to help build the leadership capacity of our region by developing local leaders to address local issues.
In 1998 Merlene began the first Maine chapter of Project Linus, a national volunteer organization whose mission is to collect security blankets from volunteers who make them, and distribute them to children in critical care and trauma situations. In the six years of this chapter's existence, more than 2,000 Eastern Maine children have been provided with security blankets in time of need.
Merlene is the 2003 winner of the G. Clifton Eames Leadership Award from the Bangor Region Chamber of Commerce, the 2004 Community Service Award Recipient from the Valley Grange, and PCEDC's 2004 Myrick Community Service Award.

Paul Stearns
Paul Stearns is Superintendent of Schools in SAD #4 – (Abbot, Cambridge, Guilford, Parkman, Sangerville and Wellington). Paul and his wife Melissa, also an educator, came to SAD # 4 in 1977 and have raised their family (daughter Sara and son Ben) while making their home in Guilford. Paul grew up in Hampden, Maine. He received a bachelor’s degree from the University of Maine at Presque Isle. He also holds a Masters Degree in Educational Administration as well as a Certificate of Advanced Study in Educational Leadership from the University of Maine. He coached and taught in SAD #4 schools for many years, then served as Principal of Valley High School in Bingham, and SeDoMoCha Middle School in Dover-Foxcroft before returning to SAD #4. He enjoys outdoor recreational activities such as hunting and fishing.

Ralph Gabarro
Ralph Gabarro has been the CEO of Mayo Regional Hospital since 1997. He serves on the Boards of the Maine Hospital Association and Piscataquis Chamber of Commerce, is a member of the Dover-Foxcroft Kiwanis Club and is a Trustee at Foxcroft Academy.

Donna Hathaway
PCEDC Accountant
Although Donna is not a member of the Executive Committee, her dedicated volunteerism in helping keep the PCEDC financially on track is greatly appreciated. Donna has been a self-employed Certified Public Accountant in Dover-Foxcroft since 1988, specializing in Income Taxes for small and mid-sized businesses and non-profit organizations. She also offers payroll services, estate and financial planning, and preparation of financial statements among other accounting services.  Donna graduated from the University of Maine, Orono, and has completed further study at Husson College in Bangor.  She has lived in Dover-Foxcroft all her life, and is Treasurer and Trustee of Foxcroft Academy, a past president of the Piscataquis Regional YMCA, the current chairperson of the YMCA Alliance of Maine and a delegate to the YMCA East Field, a member of the Executive Board of the Piscataquis County Economic Development Council, a member of Pine Crest Development Corporation, a director of Life Jackets, a corporator and member of the Piscataquis County advisory board of Bangor Savings Bank, a director of Mayo Regional Administrative Services Corporation, a graduate of the Zeta Class of Leadership Maine (a Maine Development Foundation program), and is an active member of the choir at the Dover-Foxcroft Congregational Church.  In her spare time, she enjoys white water rafting, scuba diving, traveling and, of course, volunteering many hours of time to the PCEDC.
